Why would it? Do you will the fact that a star goes supernova? Yet it
does.

Humans are barely aware of some of our more ingrained societal
beliefs, nevermind anything deeper than that. If some God had, for
example, become bored and decided to split itself into gazillions of
fragments, would the fragments necessarily be aware of that? We
actually might be willing stars to go supernova without being aware of
it; we do not really know, and unfounded beliefs like believing that
we don't will things to happen is doing nothing toward increasing our
awareness of what is actually going on. Don't jump to conclusions
about this like "bozo numbnuts thinks we will stars to go supernova",
what I'm saying here is that we do not Know and may not be able to
Know. We can conjecture and theorize and maybe come up with theories
having predictive usefulness, but confusing that with certain
knowledge is an error.

Doesn't the idea that we don't have free will imply that something governs
the universe? If we're not free, what controls us?

Events, dear boy. Events.

Events do seem to be the crux of it. Especially the unexpected
spontaneous ones. An infinitely powerful cockroach might find
intevention in events we believe to be "random" the easiest method of
manipulating Man without Man's becoming aware of it.
