I was asked by a newspaper editor if there was a way to get voice translated
to text so that his reporters don't have to transcribe their interviews and
notes. I've already ruled out voice recognition software (dictation). And it
appears that people who do transcription work for interviews require a quiet
background on the recording or they don't even want to do the work.
Meanwhile, the reporters interviews most often take place outside or
somewhere with plenty of background noise such as a restaurant. Its hard for
them to find people to do the work for them so they have to do it themselves
which is not a good use of their time. Does anyone know how to handle this
labor intensive work?

In the past, I would have recommended Cool Edit Professional but
Syntrillium sold that to Adobe about 5 years ago. The latest
iteration of their framework is now called Adobe Audition.
http://www.adobe.com/products/audition/
You can use it to focus on the voice and eliminate sounds outside
the range.
