Inquire of publishers who publish such books first. You'll be asked to
submit a proposal - an outline of chapters and a synopsis, plus perhaps
a sample chapter.
No you won't. You must NOT "inquire" of publishers, because you'll be
wasting their time and yours.
You've done nonfiction before? It doesn't seem so. I think Mr. Wells
should find some authoritative books on nonfiction writing and get his
advice there.
Alternatively, put your money on a horse.
