The tech boom ended six years ago.
Work that once paid MCSE's anywhere from $30 to over $100 an hour has now
been cut to around $8 to $20 tops. Most of this type work went to Indians
with either L1 or H-1B work visas under the false pretense that there was a
labor shortage in the IT industry. Corporate America was able to put one
over on Congress and then the visas killed the labor market in this sector
for Americans.
Outsourcing is a different thing. Instead of having an Indian come to
America to perform work once performed by an America, an operation will move
overseas to countries with lower labor costs like India, China, or even
Ireland, depending upon the work. All done in the name of "globalization,"
what is now happening to technology workers is pretty much the same thing
that happened to auto workers in the 70's and 80's, and to the steel
workers, etc.
