It was a record rainfall in Chicago Saturday and it flooded a lot of
roads. One of the roads that was flooded was I80/94
"Yes, It Is a Record Rain"
CHICAGO -- Boats laden with evacuees navigated flooded Chicago streets
as volunteers in the suburbs sandbagged buildings near swollen rivers
Sunday in efforts to hold off rising floodwaters caused by the
weekend's record rains.
Several Chicago-area rivers, including the Des Plaines, Fox, Kankakee
and Little Calumet, were at or above flood stage on Sunday,
threatening homes, businesses and schools, the National Weather
Service said.

I finally found a website that list I80/94 as "closed due to high water" and
it is:

Today I saw a Dynamic Road Sign in Iowa on I80 that informs drivers that I80
is closed in Indiana.
