I suspect as the details being reported are very vague, the exact failure is -not known- yet, so the citation was just because, well, when bad shit happens, people feel that -someone- must be to blame, so the driver in this case is a convenient scapegoat.

Life is harsh. But you are missing a point. The truck came apart. The driver is supposed to keep that from happening. He faild to do that. That is all the officer needs to know.

I really am not an expert in the matter, but every accident I know anything about could have been prevented if somebody had done all the stuff they were supposed to do. There really are not very many random events in the world. Most of them could be seen coming, if somebody had been looking.

Is that asking for superhuman behaviour? Yeah, being a professional is like that.

Are baseball players perfect? No. But you still get charged with the error if the scorer thinks you should have...or could have...caught the ball.
