Because the oil in Alaska cannot be refined to US standards, per the EPA.

Alaskan oil was intended to be exported mainly to Japan from the
beginning.
It's damn difficult to build a refinery in an environment that's
mostly frozen year round. Then there would be an added cost just to
move it to the lower 48.
