I've proposed this issue since the request of the DOT for input on the
HOS rules almost 4 years ago.
I figured that if local drivers were allowed 12/12 why not OTR?
Scrap the other clocks. Simpler for the DOT to count as well.
But "local" is 12/10 not 12/ 12 and one day a week they can go twelve
hours.
