I got a response in the mail yesterday. The East Moline Mental Health
Center denied me access to those records due to me "having no compelling and
valid reason" for the request. But they did indicate that there are in fact

Medical facilities usually don't have much of a problem releasing
records of former patients especially using the FOI act but will not
release any records of active patients.
So the logical assumption is that he is still an active patient
there. My guess is he is NOT undergoing OUTpatient therapy, if you
catch my drift.
