Not gonna happen. The speed of a fitted tire is determined by the gear
ratio of the various gear boxes between the engine and the affected
tire. Now, jacking up 3 out of 4 driven axles (for whatever reason)
could come pretty close to putting 4x the usual torque to the lifted
tire- with some discount for loss in the differentials etc.

That said, I don't know how it would be accomplished, but at 220mph, I
know I'm not going to be anywhere in line with the rotation of the
tire!

I'd put the OP into the 'urban legend' file.
