cummins engine diagnostic

my husband bought a 2000 freightliner with cummins isx a few months
ago. we have changed out old batteries and replaces with new
batteries. the truck turns but will not crank. the on board engine
diagnostic came with red check engine light 3 - 8 - 2 . Unfortunately
it is a cummins not a detriot 60 series so we dont have a list of
codes. we have the power spec program but not the cables to link up.
anyone out there can help us with with the meaning of this code?
