From what I understood, these were to be expressway, but at least Wisconsin sets its speed limits for most of its expressways the same as freeways. (I saw much of the construction driving down October 2008.)

Both bypasses are full freeways between the interchanges at either end of both cities. US 41 is an 'expressway' elsewhere between where the freeway ends at the US 141 Abrams interchange and Marinette's south city limits.
