Doesn't look like it: The description says:
'PROVIDE DIRECT CONNECTION BETWEEN KWV PARKWAY AND RICHMOND AVENUE USING
AT GRADE CONNECTORS.' Sounds more like tearing down the Richmond Ave
overpasses and reconstructing the existing disused eastern end of the
parkway. $42mn is maka pricey for that, though...




Yeah comrade, I think $42M is a little steep for an at grade terminus. I
think this might have to do with restoring the land... I believe there was a
landfill at or near the site.

I tried to find some more info on NYS and NYC sites, but could not find the
description of the proposed alternates and the preferred alternate. I do
know that one of the alternates being considered was a flyover from east KWV
to north Richmond Avenue, which would have required the demolition of the
ghost overpasses.

The NY Assembly site also has the text of S00497 which includes language to
"demap" the KWV extension, but what the bill sponsors did not mention is that
Robert Moses had reserved the corridor for a large scale park (similar to
those along the Southern State Pkwy on LI) in the mid 20th Century in
anticipation of the parkway extension. That "ribbon of parkland" would not
exist today had Moses not reserved the land half a century ago for his
Richmond (KWV) Parkway.
