Considering that there's been quite a few major rock slides on this
particular stretch of freeway (from what I can tell, but I live in
California, so I certainly don't know any details), is NCDOT actually
considering a long-term plan to relocate I-40 around the affected
area?

No; there's no place to relocate I-40, no money to do it, and no
interest in trying.
