Hell, it was a problem 15 years ago. What's the most infuriating
about it is all the work is being done in the median; there's zero
right of way needed and no environmental impact. The document and
public involvement process were fast tracked (I know the squad that
did the work) and it went from document to let in less than 2 years.
This project could have been built any time in the past except for a
lack of political will to get it pushed to the top of the list.
Meanwhile, tens of thousands of vehicles per day ended up in a miles
long traffic jam when the solution was very easy and fairly cheap to
solve the whole problem.
