That "reconstruction zone" in Russell County is the last 4-laning
segment on US 431. When completed (sometime this summer according to
ALDOT), US 431 will be fully be 4-lanes from Phenix City to Dothan. A
large part of this segment is on new alignment...the bypass around
Pittsview was already open to 2 lanes when I passed through late last
summer.
If you take US 431/US 231 down, Alabama and Florida generally sign
their rural 4-lane highways at 65 MPH. The catch is you'll have to go
through some of the smaller towns. In Alabama, the main areas for
slower speeds and traffic signals are Phenix City, Eufaula, a signal
or two each in Abbeville and Headland, and of course Dothan. Dothan's
loop has generated a lot of sprawl and commercial development...if
you're interested in saving time, the eastern part of the loop is a
little better. This part of the loop is signed as US 431.
US 231 has a couple signals between Dothan and the state line, then in
Florida you go through Campbellton and Cottondale. I haven't been on
US 231 south of US 90 in Cottondale, so I'm not sure about how things
are towards Panama City.

US 231 has very few, if any, signals south of US 90 and I-10 until reaching the outskirts of Panama City.
One time I drove from Columbia, SC to Panama City back in late '06, using roughly the route from Atlanta that Oscar describes, but I made the mistake of taking US 80 west across the Chattahoochee into Phenix City, and then promptly got stuck in rush hour traffic on US 280/431 south until the point where 431 split off towards Eufaula. So taking 185 to its END! and then backtracking up US 27/280 north would have been faster?
The two-lane section of 431 that is now being bypassed/widened was, at one time, voted one of the top 10 deadliest roads in the country.
Eufaula was semi-annoying since IIRC the speed limit did get down to 30, but it was dark and I probably missed seeing some lovely homes, and at least it remains four lanes through the center of town.
Dothan has always been a mess. Whoever came up with the idea of building that loop without a single interchange has hopefully been shot by now.

Thanks to everyone for the replies. While I wanted to check out the
scenery along 85, We opted to take 95 to 10 down, and the opposite
back. I-10 is BORING and quite straight but seemed quicker than taking
highways through small towns. It took about 20 hours (with stops) each
way. We did both legs nonstop, my wife and I alternating about four
times per leg. Never again, is what I'm thinking now.
One question: on Florida interstates, the exit numbers are painted on
the shoulder about .2 miles before them in elongated text, as if to be
readable while driving. Does anyone know why this is done? Why in the
shoulder? I was thinking it might have sometime to do with traffic
monitoring helicopters.
