A couple of things for ya.
More than a couple, I see, but I will respond.
There are having a lot of probs with structures in NO and S Louisiana
settling severely and other serious maint probs.
Yes, we have a major settling problem...that is why they decided to
elevate the section of I-49 South between Raceland and New Orleans in
its entirity, along with the issue of hurricane evaculation.
You realize there is an alternative, I-610. It is not like there is
only surface streets.
Yes, I-610 is an alternative for through I-10 traffic through
NOLA...but it bypasses the French Quarter/CBD/Garden District area,
and to funnel through traffic along it exclusively instead of existing
I-10 would require both expensive upgrades (including possible
elevating of its entirity) as well as an major upgrade to the existing
I-10/I-610 interchange.
If the Claiborne Elevated was removed and converted to a 4-lane at
grade surface boulevard as proposed, then persons wanting to connect
to the highway system downtown would be forced to take either
Esplanade Ave to Elysian Fields Ave to access I-10 to the east, or
Canal or Broad St. to access I-610/relocated I-10 to the north. Hardly
a viable alternative for travellers, I'd say.
Plus, most Interstates were built with the design of connecting inner
cities together, not bypassing them.

Besides, I-49 is immaterial to this issue, except as for its southern/
eastern terminus; which currently would be at the existing Claiborne/
I-10/Ponchatrain Expy. interchange.

And were I escaping from NO for a hurricane, I don't know that I would
want to use I-49.
Who said anything about I-49?? This is about the Claiborne Elevated
proposed to be torn down.
But, to directly respond: I-49 is NOT designed directly for evacuating
NOLA, but communities further west (Morgan City, Houma/Thibodeaux, New
Iberia) who depend on the US 90 corridor.
