One of Obama's candidates for DOT Secretary - Rep. James Oberstar of
MN - proposed exactly that right after the I-35 collapse, a 5c hike in
the fed gas tax to fund bridge replacements. Went nowhere fast
because of Bush admin opposition. He may have more leverage now to
get something done.
Because it was demagoguery to claim that the I-35W bridge collapse was due to a national funding problem; when in fact the NTSB investigation has proven that the collapse was caused by factors that pertained to that one bridge's design.
