DirecTV has Louisiana evacuation route info.

DirecTV has activated a road and evacuation route info channel.
Go to Channel 363, right by the Weather Channel, and they have
evacuation and emergency kit info as well. Stay with it if you see
that, as the road information, showing how to get into the contraflow
patterns they have set up, and there may also be one traffic map as
well showing the region. They even show contraflow patterns as far up
as the I-49 corridor.
Other places for info:
On that channel, there will be listings of radio stations. Also look
at radio-locator.com to see if they are online so if you are away from
the projected strike zone, you may be able to listen to the coverage
from afar.
XM has a dedicated national emergency alert channel, on XM 247. That
is available to any XM radio, even if not activated. So you'll be
able to hear things even if not subscribed, that is why you can do
this because they know that even an old discarded XM radio will be of
use during these things.
Sirius uses their weather station to also provide this type of info,
but it may not be as good as XM's channel. This is also available to
nonsubscribers.
