No, why should it? The concrete keeps the salt from reaching the
steel unless there are cracks, which are obvious from visual
inspections.

if that is a possibility ... bridge inspections ought to include
available technology to assess the re-bar... and isn't that what they
did after the accident? Why did they do it after the accident instead
of also during the inspections - if it was something of interest and
concern after the accident.

Because perhaps there were cracks in the joints or the steel was
exposed somewhere, or perhaps they are just checking everything.

and then the tractor trailers... the article made it sound like
someone thought the barrier should not have failed - in the way it
did.

and it appears now.. that they are going to reinforce them... with
retrofits

I accept the idea that any vehicle going too fast can overcome most
barriers but if there is a concern for tractor trailers - (or other
vehicles) would they not reduce the speed limit? It sounded like that
TTs could legally go 55 on this brdige (which.. I believe is the older
span with fairly narrow lanes).

sometimes.. (I've seen this happen).. a perfectly reasonable
statement ...sliced and diced by the newspaper ends up almost the
opposite of what was said.

Look, a TL4 bridge rail (concrete jersey shape) is not rated for
protecting vs an 80,000 pound truck hitting it at 60mph. It's that
simple; I've seen them smash right through a bridge rail, so it
doesn't surprise me that this took place.
