HSR would likely need to be double tracked anyway, if the trains had
any frequency at all. A passing siding where both directions keep
moving at 200 mph would likely have to be 20 miles long and train
movements perfectly timed in order not to have one direction sitting
in the siding waiting for the other train to clear, or colliding in a
high speed mishap. At that speed, opposing trains get a mile closer
to each other in about 9 seconds. Any unnecessary starting and
stopping kind of defeats the purpose of high speed and the billions of
investment in track and rolling stock needed to achieve those speeds.
The lower speed local passenger trains could stay on freight right of
way like they are now. If you wanted to introduce low-speed local
passenger rail to HSR facilities, you might be able to do it with 3
tracks and an extensive system of crossover switches to keep the low
speed trains out of the way of HSR.
OT, I know all about passing siding mishaps with passenger trains.
The most famous train wreck of all time (Casey Jones' Cannonball
Express wreck at Vaughn, MS) was the result of a passenger train
running into the rear of a freight train that was about 3 cars short
of pulling into a siding track. Jones and my great grandfather W. A.
Hadaway were lodge brothers at the BLE local in Jackson, TN. My great
grandfather was at Casey's funeral and was killed a few years later in
his own train wreck.
