Can someone explain this project. I found the state's website on the
project and it seems to be a local road, running from US 1 south of
Raleigh to I-40 west of it. Is this designed to pull in just
commuters or serve some national purpose.

the following year, 2010, the transfer would grow to $49 million to provide
gap funding to the Monroe Bypass outside of Charlotte.

Saw this project too. Again this seems to be just a local commuter
project, justs a "bypass 74". Again just a road for locals. The
other three projects on the site seem pretty dubious as well.

The decision to slowly eliminate the annual transportation funds transfer to
the general fund was passed in the House's version of the state budget. The
budget now goes to the House.

Can someone explain this? NC takes gas tax money and openly transfers
it to the general pot? In my state, this is constitutionally
prohibited, but the state does it anyway by calling things like cop
raises, jails, and make-work welfare reform jobs as "courtesy patrol
attendants" as "transportation. How did a thoughtful and well run
state like NC ever allow gas tax money to go to general waste?
