DOT Compact Urban?

While coming back from Maine on Memorial Day, I noticed a small sign.
It was on US Route 1 at the York/Kittery (ME) town line. There was a
small sign reading "DOT-Compact Urban" (or something to that effect)
facing the traffic coming into York. Any idea what it means?
