TX will indeed, starting in January, go to 7 characters. A new,
online-voter-supported plate design will debut at the same time. The
new plate design can be seen at

I have already started seeing 'exempt' 7 character plates on DPS and
other state-government-related vehicles. I'm not sure, but by the
looks of the pic on the website, ours may also be some kind of ABC1234
setup.
The exempt plates overflowed their six digits about six months ago, and the current passenger series - AAA 000 - has only been issued for six months, and I'm seeing plates with J as the first letter. It doesn't help that DPS has reverted to their refusal to use A, E, I, O, Q, and U, which only allows 8000 such combinations, as compared to 17,576 using the complete alphabet...and they'll be issuing plates starting with S or T when the new year arrives. (DPS' rationale for their policy, when I moved here in 1965, was that words could be spelled if vowels were allowed. They broke away from that when the multi-year plates were introduced in 1976 by allowing A, E, and U, but after that series ran out, they removed those three again. Their approach is quixotic - LSD and JFK were acceptable back in the '60s, but LBJ was definitely forbidden.)
