No, the numbers are sequential. My wife has a 5XXXYYYY plate and now they're
on 6XXXYYYY (x=letter, y=digit).
As Indianna uses an area identifier with the last 3 characters.
Indiana used to do X YY XXXXXXX, I think, where YY was a two-digit number
indicating the county where the plate was registered.
