A notable point:
The rules for design year traffic volume forecasts
Rule # 1 -- The long range forecast will not occur as assumed
Rule # 2 -- You can’t do anything about Rule # 1
Rule # 3 -- Don’t worry about rules 1 and 2 – (just don’t forget them)
The document goes on to dicusss v/c ratios and design volumes, and how
they affect design choices.
