Upgrading 64 has long been on VDOT's wish list. But given current
Federal laws regarding tolling Interstates, it's easier for VDOT to
build a new 460 under PPTA than it would be to expand 64.
I-64 is a different corridor from US-460, almost 40 miles away.
The main rationale for the US-460 freeway is to upgrade that corridor
itself -- to address roadway deficiencies, to improve safety, to
accommodate increasing freight shipments, to reduce travel delay, to
provide adequate hurricane evacuation capability, to improve strategic
military connectivity on a STRAHNET route, to meet legislative mandate,
and to meet local economic development plans.
A new location route was chosen because upgrading the existing highway
would have 3 times the right-of-way relocations, and about the same
impacts to the natural environment; and the new route would provide far
more capacity.
