OTOH, hot-mix asphalt resurfacing a 2 lane highway with minor
improvements can often be done for less than $200,000 a mile.

I don't mean simple resurfacing. Many roads by me have been improved
by adding shoulders and turning lanes, which obviously require land.
Not a big new construction project, but more than just resurfacing.
Some roads went from narrow two lane to fancy four lane, obviously
that was expensive.

A dimaond interchange was rebuilt as a cloverleaf with longer ramps.
Obviously more land needed as well as construction costs.

These things aren't "Big Digs", but they do take up DOT money. As I
understand it, there's a long backlog of projects. Many congested
surface intersections need a cloverleaf replacement, a long way off.
