So if that's the case, then explain why "slugging" has worked so well
in the DC area...

From what little I know about "slugging" it removes the need to work around
someone else's schedule every day and eliminates the time it takes to drive
to the person's house and job to pick them up.  Sounds like a solution to
the problems with rigid car pooling (same people everyday) as typically
defined by bureaucrats.

I'm amazed that people do it. What if the total stranger you pick up:

* Shits his pants all over your nice leather seats?
* Pulls a gun and carjacks you?
* Spills his Grande Double Latte all over your pristine beige carpet?
* Etc. Etc. Etc.

Aren't these suburban commuter types standing on a corner to get to
work ? Interior vehicle damage would certainly get out by word of
mouth quickly.
