Bids for Ironton-Russell Bridge opened
Work could begin as soon as after new year, officials said

IRONTON -- Ohio transportation officials say they expect to award a
contract to rehabilitate the Ironton-Russell Bridge within the next
two weeks, and work on the project could commence soon after the
beginning of the new year.
Bids for the contract were opened Friday at Ohio Department of
Transportation District 9 offices in Chillicothe. A Newark, Ohio,
firm, Armstrong Steel Erectors, was the apparent low bidder at $1.38
million, District 9 Deputy Director James Brushart said.
The contract will be officially awarded sometime within the next two
weeks, after the proposal has been vetted by ODOT's Office of
Contracts, Brushart said.
The project will include repairs of the bridge deck and grid panels,
specific fatigue areas, one bearing and various seals and improvement
of skid resistance. It is intended as a stop-gap measure after bids to
build a new bridge came in over budget in 2006.
Work on the rehabilitation project is expected to begin by mid-
January, District 9 spokeswoman Kathleen Fuller said.
"It really depends on how quickly the contractor can get a crew
together," she said. "At this time of year, though, that usually
doesn't take too long."
Once the contract is officially awarded, a pre-construction meeting
will be scheduled to establish the start date and the timetable for
the project, Fuller said.
At least one lane of the bridge will remain open during most of the
project. However, periods of closure will be necessary for work such
as deck repair, panel replacement and lighting, according to ODOT.
"While closure of the bridge will have an impact to the downtown
motorists of both the Ironton and Russell communities, it will be
necessary to complete the needed repairs," Brushart said. "The times
of closure, however, will be limited to either daytime or nighttime
hours only and not 24 hours per day."
Under construction plans, the bridge may be closed during the day for
only up to 33 consecutive calendar days, and during the night for only
26 consecutive days. The schedule for the closure periods will be
outlined during the pre-construction meeting, Fuller said.
The project has a scheduled completion date of May 15.
Under ODOT's current business plan, construction of a new Ironton-
Russell Bridge isn't scheduled to take place until 2013. However,
Fuller said ODOT is working to get that date moved up.
Bids for a new bridge were let last year, but the low bid was $110
million, well above the $99 million ODOT had estimated for the
project. The new span, originally designed as a single-tower
structure, is being redesigned as a twin-tower bridge, which is
expected to bring the project within budget.
"We're looking at every viable resource we might have funding-wise and
working judiciously with our consultants" in an attempt to get the
start date moved up, Fuller said.
