The Rust Belt, esp. the Great Lakes states, have one thing the west
doesn't have...water. Who knows, in 30 years it might become the new
"belt" that attracts jobs and people. Will, Kane and Kendall counties
are already anomalies in the US, non-sunbelt counties with sunbelt-
like growth. There are some relatively inexpensive places to live in
Cook County, but not too many of them are deemed "desirable" by the
same people who are buying the homes in the outer counties.
I think the private water company issue is IL-American in the Homer
Glen area.

" Chicago - Attorney General Lisa Madigan and Homer Glen Village Mayor
Russ Petrizzo today filed separate complaints with the Illinois
Commerce Commission (ICC) alleging a pattern of non-compliance with
ICC rules and regulations by a water utility operating statewide.
Madigan's complaint also alleges violation of the Illinois Public
Utilities Act and seeks civil remedies under the law.
Among the consumer complaints prompting Madigan's lawsuit was a report
that the utility charged a single-family home for the use of 140,000
gallons of water in one month, an impossibly high amount considering
the average monthly water consumption for a single-family home is
7,000 gallons.
Madigan and Petrizzo's complaints both allege that Illinois-American
Water Company (IAWC) violated ICC rules regarding metering, customer
service, billing, rates and service quality. IAWC serves approximately
260,000 water customers and 30,000 sewer customers in Illinois. IAWC
provides residential, commercial, industrial and sale-for-resale water
service and fire protection service across the state, including in
Champaign, Chicago, Lincoln, Pekin, Peoria, Pontiac, Sterling,
Streator and other parts of southern Illinois.
Madigan's office has received numerous reports from individual
consumers, municipalities, including the Village of Homer Glen,
legislators and other consumer groups regarding IAWC's billing and
collection practices, poor customer service and unreasonable charges.
Many complaints allege that residential customers have been
erroneously billed for the consumption of enormous quantities of
water, with one-month water bills reportedly totaling as much as
$2,000."

"In the final order the commission found the following violations of
ICC rules and regulations:
* IAW failed to inspect critical valves in Homer Glen
* IAW failed to inspect, or even have any records concerning the
fire hydrants in Homer Glen
* IAW back billed customers for usage beyond a one-year period
* IAW failed to provide Homer Glen customers with a consumer
information booklet
* IAW failed to inform Homer Glen customers who disputed bills
that they had a right to a hearing
* IAW failed to have personnel on duty authorized to act on behalf
of the utility to resolve complaints during business hours
* IAW threatened and harassed its customers in Homer Glen ("An
IAWC customer received a threat of service cutoff after a complaint
was filed with the Commission. This is a clear violation of
Commission rules...Threatening a service termination while a dispute
is pending is inappropriate behavior.")"
I have seen leaky sprinkler heads which could waste alot in one month,
but sometimes socialized water wins...JG
