one state, so how can it be an interstate. The only other one I can
think of that is an "intrastate" interstate is 17 in Arizona or maybe
also 19.

Also, there are several other "intrastate" interstates.
I-4 FL
I-12 LA
I-16 GA
I-17 AZ (they should connect it with I-19 via I-10 somehow and
renumber I-19 as I-17)
I-19 AZ
I-27 TX
I-37 TX
I-43 WI
I-45 TX
I-49 LA (but there are plans to extend this route out of state)
I-73 NC (but there are plans to extend this route out of state into SC
and VA)
I-86 ID (the completely separate Western segment from the Eastern
segment & should really be a 3di of I-84 or I-15)
I-87 NY
I-88 IN NY (two separate interstates in each state and they both don't
leave either state)
I-96 MI
I-97 MD
I-99 PA (but plans are for in the future to extend into MD and NY)
Honorable mentions go to the following:
I-57 MO & IL
I-72 IL & MO (barely gets into MO, but there are plans to extend
farther)
I-76 CO & NE (Western segment; barely leaves CO)
I-82 OR & WA (should be a odd 2di or a 3di of I-84 or I-90)
I-86 PA & NY (Eastern segment; has only 5 miles in PA plus one future
mile in the future when I-86's extended)
