I'm surprise to see they'll even plan a Inner loop between US-54 and TX-375
They aren't just planning it--they are actually building it. TxDOT's
August 2007 letting list includes the DBFO contract (CCSJ 1046-03-001)
to build it. (Despite its being listed alongside TxDOT's regular
design-bid-build turnkey contracts, it is a DBFO and plans for it have
never been uploaded to TxDOT's plans server.) The estimated
construction cost is $256 million. In this case, the DBFO contractor
must find the money to build the road, will have a time-limited
concession on it, and will receive "shadow tolls" (i.e., payments
related to the amount of traffic using the road) from TxDOT as
payment.
There isn't a whole lot of new meat on this site, other than the map
on the top-level page showing the proposed corridors. Quite a few of
these projects, including the Northeast Parkway, have been under study
for years and years.
