One of my roommates said that this was also common practice in Lee's
Summit. Are there any other places where the stoplights are set to
blinking at night? Or is it fairly common practice?
In Maine, this is pretty common.

Standard in Rochester, NY. I think the switch is 1am to 6am.

What's the sequence of signals when the switch happens? Does it just change anywhere in the cycle or does it happen after a red phase?

The ones I've seen it's pretty much anywhere in the cycle. I've been sitting at red lights and had it suddenly change to blinking red or yellow.

Take care,
Rich
