In Colorado Springs, they did likewise while I lived there. The switch
was at 2am, and they ran til 5 or 6 like that. Here in this area, they
seem to run all the lights all night.
Nothing like that in the Springs anymore. There's a few spots still that I
feel it wouldn't matter if they did go to blink, but I haven't seen any.
Greeley, CO, on the other hand, regularly switched almost every light to
blink at precisely 11pm. It made getting around that town so much easier
since signal timing wasn't invented up there.
