I just moved to Springfield, MO and last night was the first night I
drove late at night, around 1AM or so. They had switched most of the
stoplights along the arterials to blinking yellow (blinking red on the
cross streets) with the only lights still running being those where
two major arterials crossed, like Sunshine at both Campbell and
National.


Mattoon, IL does that along their arterials, except semi-major
intersections.
