It sounds like there wasn't enough warning for the reduction in speed
limit. If there's not enough time for the average driver to reduce his
speed, that's not fair. Speeding is one thing, but putting up a speed
trap is another.
In New Hampshire, there is often a "SPEED LIMIT nn AHEAD" sign far
enough ahead of the actual change in speed limit so that drivers can be
prepared to slow down when the limit actually changes.
