Wrong.

They don't agree that green means go. They agree that it means proceed
if it is safe to do so. Such as in the left turns you've been
complaining about.

Heh, good catch, it would also mean wait/caution when making a right
turn and pedestrians are present in the crosswalk (of the cross-
street).
And we already demolished the Keep right/keep left arguement, and we
already had many yellow/red discussions (flame wars) on this site,
so...I guess traffic engineers can agree on nothing. :P
