This was soley the result of being cheap - this project should have been built
as a full freeway at the start, complete with free-flow ramps at US 41 and WI
23 east (Johnson St pointing towards Sheboygan). We told WisDOT so at the
PIMs and public hearings several years ago when this was all being planned, too.

I wonder how many of WisDOT's other recent 'built on the cheap' bypasses will
also be needing similar near-term work.


They have installed two lights on the Whitewater bypass and have made
some changes at the Oconomowoc ones already too.

Not to mention the lives lost in all three places due to WIDOT cutting
corners.
