This is a corridor that is supposed to link Washington, D.C. with
Ottawa (along with Toronto and Montréal). According to the site, it
will use existing routes, such as Hwy 401 and Hwy 416 in Ontario, and
I-81, I-83 and I-95 here in the States. It seems to be more of a
Canadian project, in conjunction with the Thousand Islands Bridge
Authority here in New York State. Anyone have more clarification on
this?

OLD news. They had a big conference back up at Boldt Castle a little
time ago. Everyone's involved that should be. The problem is that
the coalition is having trouble deciding what exactly it should be
doing. It's based on the much better organized and funded I-95
Corridor Coalition (got some money from SAFETEA-LU), but it's nowhere
near that stage yet.

In short, don't hold your breath on the Capital Corridor changing
anyone's capital program in the short term.
