Not really surprising, the imagery as a general rule is roughly 2
years old. That's based on the imagery I viewed for Missouri.
Some of it is a lot older than that. If you look north of Asheville,
NC you can still see I-26 under construction. Those photos were
probably taken back around 2001 or 2002.
On Google Earth, the Woodrow Wilson Bridge Project is shown less than
1/2 the way through the construction of the Foundations Contract, and
that contract's Notice to Proceed was issued on May 17, 2001, and the
contract was completed on July 1, 2003. I would say that the photo was
taken in early 2002.
