Rye-Oyster Bay Br--sister Bridge?

In the 1960s there was a proposed Rye - Oyster Bay bridge, six miles
long, that was never built. In the proposal there was to be another
bridge to be built later further east.
Would anyone know how far plans developed for the other bridge, if at
all, including its endpoints?
Would a Rye Oyster Bay bridge make a material difference in traffic in
and around NYC area? Basically it would give more travel options to
those who travel between LI and CT, but I don't see much other
benefit. People from the south headed to Connecticut would still have
to traipse through the crowded NYC area no matter what.
