cheapest way possible. It has a very low wall on either side which even a
car would be higher than. No other protective devices were visible.

heard if the driver, who had assumed duty about an hour before, was yacking
on a cell phone at the time. I have seen to many times drivers paying more
attention to the cell phone conversation than their damn driving.

Recently, I was behind another truck and we were approaching a construction
zone. The lead truck was slowing and speeding up so I figured the driver was
yacking away. As we got closer to the barrels, I moved over into the left
lane. Still, the driver made no attempt to even look in her mirrors. She
just came right up to the barrels and moved over a lane not even knowing I
was right beside her.

I say cell phone use may have caused this crash as the report indicate there
were no skid marks.
In RAD, one poster said he had just driven the same ramp. It is clearly
marked with huge exit signs and huge stop signs at the top. The driver was
simply not paying attention to his job while yacking on the phone.


Quite a convincing argument...the only thing lacking is evidence.

Many people have been sent to jail on less.
Last year about this time, there was a crash near Osseo Wi, involving a turned over semi and a bus.
The prosecutor was going to hang the 23 year old driver of the semi for manslaughter simply because the truck had become a road hazard. Did the truck cause the crash? No. It was a case of unfortunate circumstances. Road condtions and location. Plus it was found that the bus had bad brakes to begin with. No skid marks tells me the driver was not paying attention to his driving. Perhaps driving to fast for the conditions. Even at night, your headlights would still have shown you what was ahead.

In the atlanta crash, why else was the bus going fast enough to roll over the edge of the bridge?
Obviously, he failed to stop for the intersection as required. Therefor, inattention.
If the NTSb does their job properly, they will investigate every factor involved. Not just the ramp design.
