How long has that steel plate been there? Sometimes they do that in
the city if they are doing underground utility work and know they
will have to go back in to complete it in a few months. During the
Shrewsbury Metrolink project there was metal plate all the way across
Skinker for like 2 years.

They use those plates in KC as well.
