This is not correct. Money is not divided equally between the 14
divisions. It's divided among seven regions (two divisions per
region) and is based on population and road mileage, with a "floor"
amount for each region.

This appears to be addressing how the 1989 Trust Fund monies are
allocated among the divisions, not all highway construction funds.

This doesn't explain the state's equity formula, only explains the
TEA-21 Federal allocation formula for Federa funding. It says nothing
on how the money is spread around the divisions within NC.

(The author of the report is a former state highway administrator.)

Oh yes, the same Mr. Goode who was also investigated by both SBI and
the FBI for alleged improprieties with those same funds. We all
thought it was the height of irony when he "resigned" from his
administrator's job to go teach ethics over at NCSU.
