That's right. Build a new road in Montana and see if it generates new
traffic. After all, if the "induced traffic" proponents are right, it
ought to generate traffic all by itself, right?

NC and the RTP area especially has grown faster than almost anywhere
else in the US over the last 15 years. No way can the roads be built
fast enough to keep up with the demand, meaning any road improvements
made are just satisfying the need that has existed for years
previously.

Like the movie, if you build it, they will come. Try a new road in
Buffalo and see how many new residents it attracts.

Those new roads in Montana and Wyoming aren't what people along either coast
would call heavily, or even moderately, trafficked. Nevada provides a
fascinating example. The urban areas are frequently tied up. The rural ones,
the ones that make up the vast preponderance of the state, aren't.
