tickets, ought to raise a red flag for the relevant state authorities to step in and take a look at
the matter. Traffic enforcement should be only for safety, not as a fund-raiser for the town's
coffers. And if word gets around that the local cops are running a speed trap, and motorists
don't stop in the town for gas, meals, shopping, etc., the local businesses suffer. Another
reason to stop using the highways as a source of "involuntary revenue" to fund local
expenses. Annexing land along a highway's right of way so that your cops can write tickets
on that road is another red flag. (Coburg, OR has been mentioned in national media as a
flagrant example of this, but there are others.)
