Why wouldn't VDOT want to raise the limit? Is their institutuional=20
memory so poor that nobody remembers VA interstates being posted at 70=20
pre-NMSL?

The order not to post 70 without rumble strips is a typical
paranoid non-engineering policy, thought it is likely to
have come from an ignorant or politically-pressured engineer.

Other states have the same general tendency to paranoia.
Speed limits in the Northeast are generally lower than
they were in 1973. Roads that would have been continuous
65 zones under old policies are interrupted with 55 zones,
or simply left at 55, today.
