Yeah, what is it with that noose? I know how to tie a noose, and even
if I used a rope of that diameter, the knot part wouldn't be that large.

Someone probably studied the best technique to tie a rope used for
hanging. The grant, probably well into the $100,000s, probably fed
several families for many months.
