I saw original plans for the 153 in an Arizona Republic article before
it was built.

The idea was to have this snakepit interchange between the 143 and Sky
Harbor so as to avoid putting up stoplights between the airport itself
and the 143, all the ramp messes were to go to various roads and
parking areas, with a E/W mainline from the airport to the 143 and the
N/S mainline allowing traffic to go to/from the local streets and the
parking areas without crossing the airport access road at-grade. There
was not any intent originally to tie into I-10.

But I do agree now it needs to be tied into both the 143 and I-10
better to provide relief to the 143 even after that one is redone,
maybe also include HOV connections to I-10 (ditto for west side of
airport too maybe?)

Somehow after all was said and done, this didn't get built right after
all.
